In a small number of very specific non residential situations yes, but for normal residential developments the regulation and consumer protection makes it very difficult and expensive.

Due to the extensive licensing requirements for you to sell energy to domestic customers the best solution is to find a consumer for the energy on site such as a centralised heat pump or export the energy to the grid.
